2022 PROBLEM STATEMENT

Problem Statement
​Project Description
ASC Education District seeks a qualified construction manager / general contractor to provide construction services as the Construction Manager at Risk (CM@R) for the construction of a new 72,000 SF school and associated site development.  The estimated total project cost is between $20-25M.
Special consideration should be made to understanding public school district bond requirements, material procurement issues and construction in a new suburban development area.
Please note, the client reserves the right to make the final contractor selection based upon ‘Best Value’ as determined by the client.
Request for Qualification Information
ASC Education District is seeking your qualifications.  Firms will be evaluated on the basis of overall experience and depth of resources.
The qualification package, limited to 20 pages, shall include :
  • Letter of Transmittal
  • Table of Contents
  • Cover Letter
  • Company Information
  • History of company
  • Organizational chart
  • Resumes of key personnel
  • Locations
  • Services provided
  • Safety Program (3 years of safety statistics)
  • Quality Program
  • Representation of past projects
  • Current projects / current construction backlog
  • Overview of Preconstruction services
  • Bonus Section (1 page limit)
    • Provide any information that makes your company uniquely qualified for this project
 
Qualifications packages must be submitted electronically, via Google Drive by 6pm on Monday, October 17, 2022.  To obtain access to the Google Drive folder, each team must create a gmail account and email their information to ascreg4commercial@gmail.com by Friday, October 7, 2022.  Please note that this email address will be used for all electronic communications during the competition, and should not identify your school name or location.
Qualifications will be graded prior to the start of the competition and judge’s comments will be provided to each company after the pre-bid conference.
Your qualifications must be combined to a single PDF filed that does not exceed the page limits set above.  Any package that is submitted late or not meeting these requirements will be disqualified.
Note : Information submitted in the Qualifications Package should not be repeated in the written proposal, unless specifically required by the Owner.
Request for Proposal Information :
The RFP documents will be distributed to teams during a mandatory pre-bid conference being held at 6:00am CST on Monday, October 24, 2022. Final proposals will be due at 12:00am CST on Tuesday, October 25, 2022. One (1) electronic copy of your proposal will be required. Electronic copes are to be submitted via the Google drive per instructions given in the RFP.
Please make sure your firm has knowledge of the following items that may be requested with the proposal :
  • Knowledge of different types of contracts (GMP, LS, NTE, etc.)
  • Knowledge of unit cost estimating and evaluation of quotes
  • Development of Schedule
  • Development of site specific logistics plan
  • Cost estimate
  • Site specific safety plans
  • Clarifications / Exceptions
  • Contingencies
  • Bid Alternates
 
Presentation Information :
Following the submission of the RFP, each team will be invited to present their solution to the client.  Keep the following in mind when preparing for the oral presentation :
  • Prepare a handout for the judges
  • Do not summarize the project
Bonus points can be awarded for creativity, exceptional performance or overall professionalism.

  1. Qualifications Package Requirements        20 Points                                                                                                                                                          
Please see the detailed Problem statement for specific RFQ requirements, but consider the following:
  • Requested (fictitious) information will be used to evaluate if your company (team) is qualified and capable of addressing the detailed problem.
  • The RFQ is used to simulate the "short listing" process in which only those most qualified will be allowed to continue in the bidding, proposing, or negotiating process.
  • Assume you have not worked directly or indirectly with this owner before.
  • This is your first opportunity to impress the owner.
  • The quality and content of the RFQ can often set a precedence of how the owner will view later submissions. How do you want the owner to view your company before they meet you?
 
2.    THE ORAL PRESENTATION      25 POINTS                                                                                                                                                     
Some items to consider when preparing your presentation:
  • Each speaker will be evaluated based on:
    • Quality of voice (Projection).
    • Visual contact.
    • Confidence while speaking.
    • Free from distractions?
    • Speak for a minimum of 2 min (Only 5 students need to meet this requirement).
    • Knowledge of subject.
    • Presents on topic that relates to role?
  • PowerPoint will be evaluated based on organization, appearance, and content.
  • Present the judges with the requested 1 page handout with pictures and project roles?
  • Does the voluntary hand out add to, clarify, and is consistent with the Oral Presentation?
  • How well was the material presented (as opposed to the content of what was presented)?
  • Bonus points can be awarded for creativity, exceptional performance, or overall professionalism.
 
3.    WRITTEN PROPOSAL    45 POINTS                                                                                                                                                                                   
Overall presentation of the written proposal (5 POINTS TOTAL):
  • Electronic copy submitted as one complete PDF?
  • All required sections provided?
  • Correct Spelling and Grammar?
    • Quality of graphics?
  • Does it look professional?
  • Exceed page limits?
    • Were comments from the RFQ incorporated?
 Bid Estimate/Cash Flow Projections (15 POINTS TOTAL):
  • Bid Estimate:
    • All items accounted for?
    • Reasonable contingency, overhead, and fee?
    • Consistent with Owner/Contract requirements?
    • Overall estimate.
  • Cash Flow Projections:
    • Reflect appropriate duration and budget?
    • Does it give the owner adequate information to finalize monthly funding requirements?
    • Easy to read, follow, and evaluate?
Schedule (10 POINTS TOTAL):
  • Enough detail to provide an evaluation of the accuracy and credibility of the schedule?
  • Identify critical work items?
    • Include milestones activities as required?
  • Is the schedule organized and logical?
  • Reasonable durations for activities?
    • In agreement with bidding documents and proposed construction methods?
 Safety (5 POINTS TOTAL):
  • Project specific?
  • Redundant information from qualifications package?
  • Lock Out Tag Out plan.
    • Severe weather evacuation plan.
  • Identify potential safety concerns.
  • Plans for site security, equipment safety, or traffic issues.
 Quality (5 POINTS TOTAL):
  • Project specific?
  • Redundant information from qualifications package?
    • Identify potential quality concerns.
  • Identify which scopes will require mock ups or special inspections.
  • Strategies to reduce points of failure.
    • Identify possible scopes that could utilize pre-fabrication.
 Logistics (5 POINTS TOTAL):
  • Site/Project specific?
  • Redundant information from qualifications package?
  • Marked up plan.
  • Identify major required equipment.

4.    PROFESSIONALISM/OTHER             10 POINTS                                                                                                                                                              
Here is where the judges must consider anything that deserves to be considered and which has not specifically been considered above. (Note: additional positive weighting may be applied for exceptional performance in each area or for overall presentation. Additional negative weighting may be applied for failure to respond to owner's requests/needs, inconsistencies, or for overall presentation.)
